NOT_GLOBALLY_TESTED is a scope label, not a verdict. It means the worldview has not been run through the preregistered systemic inventory. It is neither globally adequate nor globally defeated.

The label exists so a local result cannot be heard as a whole-worldview win or loss. A rival that locally borrows an argument stays locally described until the inventory is actually run.

The mistaken everyday reading is "untested, so it failed" or "untested, so it is fine." Both smuggle a verdict the label refuses.
